Iowa/Texas concealed carry reciprocity agreement

I have asked USA Carry to check their reciprocity map for the correct information whether Iowa accepts a Texas Carry Permit. NO is the answer I got from Texas DPS/CHL.

USACarry insists there is an agreement that states Iowa does permit a Texas carry permit. Iowa does not.

This email was sent to me by the Texas DPS today.; 5/23/2013 (The drivers license division seems to believe their own rules also so it is possible the DPS does not know it's own laws either. But, this is what I will go by because the DPS sent it to me. hombre243 5/23/2013

Unilateral Reciprocity
Texas Governor RickPerry signed a unilateral proclamation recognizing Iowa Concealed HandgunLicenses on April 14, 2005 allowing citizens with concealed handgun licensesissued by Iowa to legally carry concealed handguns in Texas. This is not areciprocal agreement, therefore, Texas Concealed Handgun Licenses holders mayNOT carry concealed handguns in Iowa.

Comments: Greetings; I amtrying to clarify whether Iowa accepts Texas concealed carry permit/licenses.Texas DPS site says Texas does accept Iowa, but Iowa does not accept TexasLicenses. USACarry.comreciprocity maps, and the person running the site say Iowa does accept Texasconcealed carry license. Will you please tell me which is correct? AND, willyou also advise the authority that is giving wrong information that they needto change that information online? It could save some people much time andmoney not to mention it could keep them, or me out of jail. I have an IowaCarry License. I am not fully credentialed here in Texas as I may move back toIowa. According to Iowa Senate File 2379 Effectice Jan 1 2011 Iowa reconizies Valid CCW permits from EVERY STATE that issues them. They do not issue a Reciprocity List. They also do not enter into agreements with States that require one to honor Iowa CCW. So I would say USA Carry and about 6 other sites are correct. UNLESS SF 2379 has been changed since 1/1/2011.
A unilateral agreement is one sided. Texas Department of Public Safety says Iowa does not allow Texas Concealed Permits.
Texas does recognize Iowa. Not a reciprocal agreement.

I sent an email to the Gov of Texas. Maybe he can set his employees straight.

Yes, Iowa recognizes the Texas CHL. Iowa law provides for universal recognition. As a matter of law, any valid permit or license to carry issued by any state is recognized as an Iowa Permit to Carry Weapons, but only if the permit or license is held by a person who is not a resident of Iowa.

And another...looks like Texas DPS is behind the times knowing it's own laws.

ANSWER: Iowa law has not changed in this regard. An Iowa carry permit still allows for the concealed or open carrying of handguns,
rifles, and shotguns, excluding those classified by Iowa law as offensive weapons (federal NFA or Class 3). An Iowa carry permit also
allows the concealed carrying of other non-firearm dangerous weapons such as knives with blades in excess of five inches, switchblade

knives, Tasers/stun guns, or any other dangerous weapon. NOTE: Non-firearm dangerous weapons may be carried openly without a
permit. Non-firearm dangerous weapons may also be regulated by local ordinance that is more stringent than Iowa law.




QUESTION: Does my Iowa permit to carry allow me to have a loaded firearm anywhere in my vehicle?




ANSWER: Yes. You may carry a loaded handgun, rifle or shotgun in a motor vehicle; however this does not apply to snowmobiles or

ANSWER: No, but it is really good idea. Iowa law does not require such a declaration; however, as a safety measure for both the
permit holder and the officer, making such a declaration voluntarily is recommended and encouraged.

ANSWER: No. Iowa law does not provide for this.

attributed to an applicant, the submission of fingerprints may be the most expedient method to clear up the dispute regarding identity
or criminal history. Fingerprints might also help to accelerate the process of an appeal to the FBI of a denial based on a NICS check.



QUESTION: I live in another state. Can I get an Iowa nonprofessional permit to carry weapons?




ANSWER: No. Iowa nonprofessional permits to carry weapons will only be issued to qualified Iowa residents. Nonresidents will still be
able to apply for professional permits to carry weapons if needed for employment related reasons.



QUESTION: I live in another state. Will Iowa honor my concealed weapon permit issued in another state?




ANSWER: Iowa will honor any valid carry permit issued by any other state and will grant all privileges to such permit holders as those
