It seems NYS has made our favorite semi illegal to own here. The 14 shot magazine
makes this gun and anyone who owns the same a outlaw in the eyes of the state. It seems we have a year to sell them out of state or become a criminal. Does anyone know if there is a way to limit the magazine to only 7 shot as required by the new law?
Thanks for reading! Dave

I beleave the term "magazine" refers to the detachable clip that allows for rapid reloading, I wouldn`t think a tube feed qualifies especially in a .22, If they ask tell them you never load more than 7 rounds

oldbrass has it right. Your tubefed 22 is exempted from this law.

The whole bill as it passed :

A bit past halfway down is this section that aplies to your question :

20 A. 2388 1 OF THAT IS VALIDLY REGISTERED PURSUANT TO SUBDIVISION SIXTEEN-A OF 2 SECTION 400.00 OF THIS CHAPTER; 3 (H) ANY WEAPON DEFINED IN PARAGRAPH (E) OR (F) OF THIS SUBDIVISION AND 4 ANY LARGE CAPACITY AMMUNITION FEEDING DEVICE THAT WAS LEGALLY POSSESSED 5 BY AN INDIVIDUAL PRIOR TO THE ENACTMENT OF THE CHAPTER OF THE LAWS OF 6 TWO THOUSAND THIRTEEN WHICH ADDED THIS PARAGRAPH, MAY ONLY BE SOLD TO, 7 EXCHANGED WITH OR DISPOSED OF TO A PURCHASER AUTHORIZED TO POSSESS SUCH 8 WEAPONS OR TO AN INDIVIDUAL OR ENTITY OUTSIDE OF THE STATE PROVIDED THAT 9 ANY SUCH TRANSFER TO AN INDIVIDUAL OR ENTITY OUTSIDE OF THE STATE MUST 10 BE REPORTED TO THE ENTITY WHEREIN THE WEAPON IS REGISTERED WITHIN SEVEN- 11 TY-TWO HOURS OF SUCH TRANSFER. AN INDIVIDUAL WHO TRANSFERS ANY SUCH 12 WEAPON OR LARGE CAPACITY AMMUNITION DEVICE TO AN INDIVIDUAL INSIDE NEW 13 YORK STATE OR WITHOUT COMPLYING WITH THE PROVISIONS OF THIS PARAGRAPH 14 SHALL BE GUILTY OF A CLASS A MISDEMEANOR UNLESS SUCH LARGE CAPACITY 15 AMMUNITION FEEDING DEVICE, THE POSSESSION OF WHICH IS MADE ILLEGAL BY 16 THE CHAPTER OF THE LAWS OF TWO THOUSAND THIRTEEN WHICH ADDED THIS PARA- 17 GRAPH, IS TRANSFERRED WITHIN ONE YEAR OF THE EFFECTIVE DATE OF THE CHAP- 18 TER OF THE LAWS OF TWO THOUSAND THIRTEEN WHICH ADDED THIS PARAGRAPH. 19 S 38. Subdivision 23 of section 265.00 of the penal law, as added by 20 chapter 189 of the laws of 2000, is amended to read as follows: 21 23. "Large capacity ammunition feeding device" means a magazine, belt, 22 drum, feed strip, or similar device, [manufactured after September thir- 23 teenth, nineteen hundred ninety-four,] that (A) has a capacity of, or 24 that can be readily restored or converted to accept, more than ten 25 rounds of ammunition, OR (B) CONTAINS MORE THAN SEVEN ROUNDS OF AMMUNI- 26 TION, OR (C) IS OBTAINED AFTER THE EFFECTIVE DATE OF THE CHAPTER OF THE 27 LAWS OF TWO THOUSAND THIRTEEN WHICH AMENDED THIS SUBDIVISION AND HAS A 28 CAPACITY OF, OR THAT CAN BE READILY RESTORED OR CONVERTED TO ACCEPT, 29 MORE THAN SEVEN ROUNDS OF AMMUNITION; provided, however, that such term 30 does not include an attached tubular device designed to accept, and 31 capable of operating only with, .22 caliber rimfire ammunition OR A 32 FEEDING DEVICE THAT IS A CURIO OR RELIC.
Just make sure you bring a photo id next time you buy a box of ammo ;)

Also nothing in the law ( as passed ) mentions anything about requiring any modification of the capacity of a tube fed 22 magazine .
I'd be cautious about getting caught with more than 7 rounds in the mag , at least until the lawyers get things squared away ;)
Just be glad you don't have to change the name of your ruger 10/22 to a 7/22 or a 5/22 :D

Background checks, tougher penalties, and other key provisions of New York gun control

NEW YORK - New York Governor Andrew Cuomo on Tuesday signed into law one of the nation's toughest gun-control measures and the first to be enacted since the mass shooting last month at an elementary school in neighboring Connecticut.

The following are some key provisions of the legislation:

Mental health alert: Mental health professionals will be required to report to local officials when they have reason to believe a patient is likely to cause serious harm to themselves or others. This information will be cross-checked against a new gun registration database. If such a patient possesses a gun, the license will be suspended and law enforcement officials will be authorized to remove the firearm.

Assault weapons ban: The law provides a stricter definition of assault weapons, and implements an immediate ban of defined assault weapons. Under the stricter definitions, semi-automatic pistols and rifles with detachable magazines and one military-style feature will be considered assault weapons. Semi-automatic shotguns with one military-style feature will also be considered assault weapons.

Assault weapons possessed before the effective date must be registered within a year and recertified every five years. Owners of grandfathered assault weapons may only sell out of state or through an in-state federal firearms licensee. Under the legislation, the AR-15-style Bushmaster used in the Newtown, Connecticut, shooting will be illegal.

Ammunition restrictions: New York will have the nation's strictest ban on high-capacity magazines - seven rounds, down from 10. It includes a ban on possession of pre-1994 high-capacity magazines, requiring owners to sell banned magazines out of state within one year. Existing 10-round clips are grandfathered, but may only be loaded with seven rounds.

Ammunition purchase tracking: The legislation makes New York the first state in the nation to track ammunition purchases in real time. All dealers must be registered with the state police, and each sale will require both a state background check and transmission of a record of the sale to the state police, so as to enable alerts of high-volume purchases.

Direct internet sales of ammunition are banned. Ammunition ordered over the Internet must be delivered in a face-to-face transaction with a firearms dealer. The purchaser will be subject to a state background check. Authorities have said the accused gunman in the Aurora, Colorado, movie theater shooting amassed 6,000 rounds through direct online purchases.

Recertification of handguns and assault weapons: Individuals who have a handgun license or have registered an assault weapon must recertify every five years. The state will establish an electronic gun permit database.

Universal background checks: All gun transfers between private parties, except immediate family, must be conducted through a federal firearms licensee, subject to a federal National Instant Criminal Background Check. This closes the so-called private-sale loophole.

* Webster provision: Murder of a first responder engaged in his or her duty is punishable by a mandatory penalty of life in prison without parole. This provision was created following the deaths of Lt. Mike Chiapperini and Tomasz Kaczowka, volunteer firefighters who were ambushed responding to a deliberately set fire in Webster, New York, on Dec. 24.

Extending and strengthening Kendra's Law: Kendra's law will be extended for two years - through 2017 - and the period of mandatory outpatient treatment will be extended from six months to one year. In addition a review will be required before a mentally ill inmate is released. The law, dating from 1999, is named for Kendra Webdale, who was pushed to her death in front of a New York City subway train by a man with schizophrenia.

Protective orders: A judge issuing a protective order who finds a substantial risk that the subject of the order will use a gun against the person protected by the order must require the surrender of the weapon.

Safe storage: The law requires safe storage of firearms in households where individuals live who have been convicted of a crime, involuntarily committed, or are subject to an order of protection. Existing state law already requires that all guns sold at retail in the state be sold with a gun lock.

Keeps guns out of schools: The penalty for possession of a firearm on school grounds or a school bus will be increased from a misdemeanor to a felony.

Tougher penalties for illegal gun use: The legislation establishes a range of tougher penalties for those who use illegal guns as well as measures to help combat gang violence. - Reuters

Thanks all for your response, I thought maybe they might be exempt, however the whole law needs to be run through the courts for legality. Thanks again all!

Amazing that a state that can't seem to handle it's criminals, effects laws to make everyone who has a gun, a criminal.

it's also quite possible it wasn't even an AR! looking at some of the videos of them removing it from the car, it looks like it could possibly be a High Point carbine.
