There's enough weapons of all types that have been impounded by LE Agencies for many reasons. Why not reissue good serviceable firearms to folks that would like to have one, but can't scrape together the $$$ for a new one of their own. Tack on an 8-16 hour gun/hunter safety course with some live fire and make converts out of otherwise passive folks and even a few hoplophobic citizens as well! I'd be willing to serve as an Instructor for a worthwhile cause along that line We know you'll often meet some of the best and friendliest people on an open or public range. Many may ask admirers of their 'toys & tools' if they'd like to shoot their weapons. Sharing is caring...sort of thing.
Sounds right to me This would be the logical approach. It is like making anti-gun laws illegal in that city. Fight stupidity with like medicine.
