One of the boys at work showed me this reloading tool.
It comes in a brass screw cap cylinder.

Could it be a black powder thingy ?

To me it looks like a powder top up tool

Only guess I can think of is its for primer powder in the old flintlocks, or the worlds first beer bottle opener

That was the first thing that came to my mind too was a priming tool for a flintlock.

That is an OILER it it a part of the cleaning kit in a SMLE MK III. It was filled with mineral oil or light machine oil ( similar to todays 3 in 1) the little spoon applied the oil to the slide area of the bolt after cleaning ( remember corrosive primers etc. at that age)
the second pic shows where the oiler and cleaning string was stowed, the oiler going in first then the string to make it easier to get it out.
